What is ZIMRA FDMS?
The Fiscalisation Data Management System (FDMS) is how ZIMRA receives your sales in real time. Every fiscal receipt your business issues is signed by a registered fiscal device and sent to FDMS, where ZIMRA can verify it. This guide explains how it works and what you need to connect.
How FDMS works
FDMS sits between your business and ZIMRA. Four pieces work together so that every sale is recorded, signed, and impossible to alter after the fact.
1. Device registration
Each fiscal device is registered with ZIMRA against your taxpayer details and receives its own certificate. That certificate identifies every receipt the device signs.
2. Receipt signing
When you issue a receipt, the device signs it and links it to the previous receipt, so receipts cannot be deleted or edited without breaking the chain.
3. Submission and verification
Signed receipts are submitted to FDMS. Each one carries a fiscal QR code and verification code that your customer or ZIMRA can use to check it.
4. Fiscal days and Z-Reports
Sales are grouped into fiscal days. Closing a fiscal day sends ZIMRA the day’s totals, which appear on the Z-Report.
Three ways to connect to FDMS
Physical fiscal device
A certified hardware unit at your premises. It works, but you buy it, register it, and keep it running.
Virtual fiscal device
Software that does the same job in the cloud. Invoicely registers and runs it for you — nothing to install.
How Invoicely does itThrough your POS or ERP
Your existing system sends receipts to FDMS through an integration such as the Invoicely API.

FDMS questions
What does FDMS stand for?
FDMS is ZIMRA's Fiscalisation Data Management System — the central system that receives, checks, and stores every fiscal receipt issued by registered fiscal devices in Zimbabwe.
Do I need a physical fiscal device to connect to FDMS?
No. FDMS works with registered fiscal devices, and a device can be virtual. Invoicely registers a virtual fiscal device for your business, so you can fiscalise entirely in software.
Do I have to open and close fiscal days myself?
Not with Invoicely. Fiscal days are opened and closed for you, and the Z-Report for each day is generated automatically.
Can my POS or ERP connect to FDMS through Invoicely?
Yes. Our REST API lets POS and ERP systems submit receipts to FDMS without building the device registration, signing, and fiscal-day logic themselves.
